Resurfacing the road across the Kariba dam

REF: ZRA/KDR/09/2015: Tender for resurfacing the road across the Kariba dam approximately 10,800 square metres using hot pre-mix asphalt concrete.

The Zambezi River Authority (ZRA) has set aside funds to finance various operations during the 2015 financial year and intends to apply part of the proceeds to payments for civil engineering works under the contract for resurfacing the road across the Kariba Dam approximately 10,800 square metres using hot pre-mix asphalt concrete or similar approved material.

 ZRA is a corporate body jointly and equally owned by the Governments of Zambia and Zimbabwe and is mandated with the management of the Kariba Dam Complex and the stretch of the Zambezi River (from Kazungula to Kanyemba) forming a common border between  the two Contracting States.

ZRA now invites sealed bids from eligible Bidders in Zambia and Zimbabwe for resurfacing the road across the Kariba Dam using hot pre-mix asphalt concrete or similar approved material.

The scope of work will include among other things:

  • Scrapping of the existing road pavement cover and stockpiling the removed material at  approved locations, and cleaning the exposed base (comprising concrete surface at dam crest and compacted gravel at the dam ends) by brushing to remove dust and all loose material
  • Application of a binder at a suitable application rate and as specified and resurfacing the road using hot pre-mix asphalt concrete or similar approved material covering approximately 10,800 square metres.
  • Reworking the gravel base layers on road sections at the dam end, recycling of removed pavement cover material where feasible, painting of carriageway markings and making good of site after road resurfacing work.

The tender is open to road contractors registered in Zambia with the National Council for Construction (NCC), Grade 1 to 3, Category R, and road contractors registered in Zimbabwe. Contractors’ current and past performance will be assessed as per the evaluation criteria and prior to award of contract a strict due diligence exercise will be conducted on the two (2) most recent projects completed.  

Bidding will be conducted through Open National Bidding and the complete set of tender document is available on the ZRA Website; www.zaraho.org.zm. Bidders may also inspect the tender document from the Procurement Section, 4th floor Kariba House, 32 Cha Cha Cha Road, Lusaka, Zambia or 4th Floor Club Chambers Building, cnr N. Mandela/3rd Street, Harare, Zimbabwe. A complete set of the tender document may be purchased at the above addresses upon payment of a non-refundable fee of ZMW200 or US$20 cash respectively.

Mandatory Site Visit will be held on 29th September 2015.  The bidders are requested to meet at the centre of the Kariba Dam Crest at 1000 hours. Following the site visit, a pre-bid meeting will be held to clarify all issues that bidders may raise. The venue and time of the meeting will be advised just after the site visit.

Questions and clarifications regarding this Tender must be submitted to Zambezi River Authority in accordance with provisions stated in the tender documentno later than 8th October 2015.

Bids must be placed in a sealed envelope clearly marked “TENDER FOR KARIBA DAM CREST RESEALING-ZRA/KDR/09/2015” and must be deposited in the TENDER BOX placed on the 5th floor, Kariba House, Registry Office, 32 Cha Cha Cha Road Lusaka, Zambia or 4th Floor Club Chambers Building, cnr N. Mandela/3rd Street, Harare, Zimbabwe on or before 22nd October 2015 at 1430 Hours.

The closing date for the receipt of bids is Thursday 22nd October 2015 at 1430 hours. Bids shall be opened immediately thereafter and simultaneously at the above places in the presence of bidders or their representatives who choose to attend.    

ZRA does not bind itself to accept the lowest or any bid and reserves the right to subdivide the resultant contract.

LATE BIDS SHALL NOT BE ACCEPTED.
