The Zambezi River Authority (ZRA) has received financing from its strategic resources towards the cost of the Batoka Gorge Hydro Electric Scheme (BGHES) and intends to apply part of the proceeds to payments for consulting services for a Power Market Study.
The services to be provided include, inter alia: electricity demand forecasting; generation, transmission and network assessment; regional power market analysis for Southern African Power Pool (SAPP) and East African Power Pool (EAPP); least-cost expansion and dispatch modelling using PLEXOS or equivalent software; financial and economic analysis; assessment of impacts on the Power Utilities in Zambia and Zimbabwe; and training and capacity building.
he Zambezi River Authority now invites eligible consulting firms to express their interest in providing these services. Interested firms must demonstrate relevant experience in power market studies, energy economics, and power system modelling, including at least three (3) similar assignments undertaken within the last fifteen (15) years, experience in hydro-dominated regional power systems, financial analysis of power utilities and tariff modelling, and use of PLEXOS or similar optimisation software.
Consultants may associate with other firms in the form of a joint venture, Consortiums or sub-consultancy. Shortlisting will be based on the number and relevance of similar assignments. Key experts and methodology will not be evaluated at this stage. A maximum of six (6) firms will be shortlisted.
The Consultant will be selected in accordance with the Least-Cost Selection (LCS) method in line with the Authority’s Procurement Policy and Procedures for Consultants.
