Assignment Title: Environmental, Health, Safety and Social (EHSS) Audit

1. The Zambezi River Authority (“the Authority”) received financing from the African Development Bank (AfDB), European Union, the Swedish Government and the World Bank’s International Development Associations (IDA) towards the cost of the Kariba Dam Rehabilitation Project, and intends to apply part of the proceeds for the employment of Consultancy services for Environmental, Health, Safety and Social (EHSS) Audit.
2. The Authority is a corporate body jointly and equally owned by the Governments of Zambia and Zimbabwe (“Contracting States”) and is mandated with the management of the Kariba Complex and the stretch of the Zambezi River (from Kazungula to Kanyemba) forming a common border between the two Contracting States.
3. The scope for consulting services ("the Services") include;

  •  Develop an audit plan that will include audit objectives, scope, methodology and schedule, and prepare an audit protocol. The audit plan shall incorporate field visits to selected Project site locations as well as meetings involved and shall be shared with ZRA for review.
  •  Conduct the audit as per the audit plan to analyse Project Environmental, Health, Safety and Social (EHSS) performance and compliance in relation to the ESIA/ESMP, regulations, as well any other plans defined with the Client, the Owner’s Engineer and Contractors (Work Method Statements, internal audits reports, government audits).
  •  Develop and submit an audit report and devise an Environmental, Health, Safety and Social (EHSS) Remedial Action Plan (RAP) with roles and responsibilities, implementation schedules and estimated budget.
  •  Prepare a report and present the findings to the Zambezi River Authority The Draft Terms of Reference for the Consulting Services can be inspected on the Authority’s website: www.zambezira.org

4. The Zambezi River Authority now invites eligible consulting firms ("Consultants") with specific experience to indicate their interest in providing the required Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

(i) The firm’s core business being in the area of the proposed assignment,
(ii) General experience of ten (10) years working in Africa in related assignments.
(iii) Specific experience demonstrating capability and evidence of having carried out similar audit work on EHSS with at least three (3) similar hydropower or other large infrastructure projects (roads, large bridges, mining) within the last five (5) years with the following details;

(a) Name of client to which service/assignment of similar nature was provided and duration. Include physical address, contact name, email and cell/phone numbers.
(b) Name and location of the project or assignment, year undertaken; and,
(c) Value of the assignment(s).

(iv) Experience with World Bank, AfDB or other multilateral organizations standards through working at/with their funded projects is a distinct advantage
(v) The firm's company profile, detailing the firm's shareholding structure; information on the firm(s) Directors and its representatives (if any), the Name, Nationality, Address, Telephone and E-mail and firm's Certification of Incorporation or Registration. The consultant’s key staff which will be requested at Request for Proposal (RfQ) stage should comprise a team of experts with extensive experience in similar assignments involving auditing of EHSS systems for hydropower or other major infrastructure/construction projects or related environments. The financial and technical proposal is not required at this stage.

 

The assignment is planned to start in September 2022 and is expected to be implemented within one calendar month.
The Consultant will be selected in accordance with the Least Cost Selection method set out in World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers January 2011 edition ("Consultant Guidelines").
