In House Training Programmes for Zambezi River Authority Employees

1.0         THE AUTHORITY

The Zambezi River Authority (Authority) was established as a body corporate on 1st October 1987 by parallel legislation in the Parliaments of Zambia and Zimbabwe following the reconstitution of the Central African Power Corporation under the Zambezi River Authority Acts (Act no. 17 and 19 respectively).  The Authority is jointly owned by the Governments of Zambia and Zimbabwe in equal proportions and is mandated with the management of the Kariba Complex and the stretch of the Zambezi River (from Kazungula to Kanyemba in Zimbabwe and Kazungula to Luangwa in Zambia) which forms a common border between the two Contracting States.

2.0         BACKGROUND        

The Authority has in place a five (5) year Corporate Strategy which will come to an end on 31st December 2024 and one of the key strategic objectives under the Corporate Strategy is to improve employee performance through enhanced skills and bridging employee knowledge gaps and cultivating effective leadership. To ensure successful delivery of this key strategic objective, the Authority seeks to undertake in-house training consulting services for its employees.

In this regard, the Authority intends to conduct the following in house training programmes:

  1. Risk Management
  2. Corporate Governance Training Programmes for Executive Management, Senior and Middle Management Employees
  3. Recruitment and Selection Interviewing Techniques
  4. Change Management for Change Agents
  5. Change Management for all employees.
  6. Computer Appreciation
  7. Preparation for Retirement: and
  8. Covid -19 Workplace Challenges in the Workplace for Human Resource and Employees and Covid 19 Controllers, Focal Point Persons and OHS Committee.

3.0      SCOPE OF THE IN-HOUSE TRAINING PROGRAMMES

The Consultant (s) will be required to conduct the following in-house training programmes either in Zambia or Zimbabwe.

  • Risk Management
  • Corporate Governance Training Programmes for Executive Management, Senior and Middle Management Employees
  • Recruitment and Selection Interviewing Techniques
  • Change Management for Change Agents
  • Change Management for all employees.
  • Computer Appreciation (ICDL certification is required for both the trainers and the institution).
  • Preparation for Retirement: and
  • Covid -19 Workplace Challenges in the Workplace for Human Resource and Employees and Covid 19 Controllers, Focal Point Persons and OHS Committee.

4.0      OBJECTIVES OF THE IN-HOUSE TRAINING PROGRAMMES

The general objective of the training programmes is to equip employees with the necessary skills that will enhance employee performance at all levels.

The training Programmes will be expected to meet the following specific objectives:

  • Provide employees with financial fitness skills to prepare for their exit from the Authority.
  • Develop best recruitment techniques to obtain the best results out of the recruitment and selection process.
  • Equip employees with knowledge and skills for them to effectively carry out change management programmes.
  • Promote/develop behavioral skills to smoothen the change process.
  • Provide employees with computer skills for their everyday work.
  • Enable participants to be exposed to the obtaining trends in respect of Corporate Governance issues; and
  • Enable employees to identify and manage risks in their units/sections through forward planning in respect of potential risk areas.

5.0      QUALIFICATIONS FOR THE CONSULTANT

The Consultant to conduct the in-house training programmes should have the following specifications:

The shortlisting criteria will include.

  • Local firms registered in Zambia or Zimbabwe which have been in    existence for more than five (5) years and in the business that includes training. 
  • Individual Trainers who are of Zambian and Zimbabwean nationality.
  • CVs of Trainers with experience in conducting training for each of the listed programs.
  • Specific experience for each training programme during the past five (5) years. A table demonstrating the scope of the specific experience, the programme, company trained, year, number of participants, contract amount and contactable referees must be provided.

6.0       CONTENTS OF THE CONSULTANTS’ PROPOSAL

In addition to Table 1. the Consultant’s proposal should include a technical proposal in the form of a training programme profile (content) covering the key issues for the training.

7.0       IN-HOUSE TRAINING PROGRAMMES APPROACH          

The in-house training programme will be in the form of a workshop to be conducted for a period not exceeding five (5) working days. As such, the Consultants are advised to tailor the training programmes content within the stipulated period.

8.0       NUMBER OF EMPLOYEES FOR EACH IN-HOUSE TRAINING PROGRAMME

The details pertaining to numbers of employees to be trained in the various in-house training programmes are as indicated below:
